KCAS promotes the spaying and neutering of dogs and cats in order to prevent overpopulation of unwanted animals. Spaying and neutering is promoted by KCAS through education that encourages residents in the unincorporated areas of Kern County to spay or neuter their cats or dogs.

City residents can request $40 spay/neuter vouchers which are only accepted at Critters Without Litters (CWOL) and for dogs only. The dog owner must first call CWOL and make an appointment prior to requesting a voucher. Once an appointment is made, the dog owner can pick up the voucher either in person or by mail. Limit 3 vouchers per household, per year.

We believe directly addressing the issue through high-volume, low-cost spay and neuter
services will result in a steep reduction in the number of companion animals entering our shelters. Fewer pets in our shelter system will allow more time and resources towards promoting positive outcomes for each animal in their care. Established in 2012 Critters Without Litters is a nonprofit 501(c)3 organization founded in 2012 to directly address the pet overpopulation issue by opening the first dedicated high-volume, low-cost spay/neuter clinic in Kern County. Kern Humane Society provides free vouchers worth $20 to help with spay and neuter cost for low-income residents. They are not strict about the low-income requirements. A maximum of two vouchers per address and vouchers can be used at any local vet. Vouchers can be picked up at:

Maximum of 4 vouchers per person, per lifetime, and a limited number are available each month at Saturday and Wednesday vaccine clinics. The accuracy of the dog's weight is essential when purchasing a voucher.
